Accessibility, responsiveness and quality of education

Early childhood education is critical for children’s cognitive and emotional development, learning well-being (OECD, 2022). Children who participate in high-quality organised at a young age are more likely to have better outcomes enrolment thus increasingly considered core measure of access education. On average across the OECD 2020, 88.7% 4-year-olds 74.3% 3-year-olds were enrolled France (where it has been compulsory from 3 years since 2019), Ireland, Israel (compulsory 1949), Japan United Kingdom reached 100% 3-4 year-olds. The lowest rates Türkiye (34%), Switzerland (49%) States (64%) (Figure ). Besides these, all other countries within 10 percentage points (p.p.) average.
